I have written an online application for my school district used for board meetings. This program generates the board agenda cover sheet as a part of its capabilities.

The one thing people would like to do is view the table of contents to go from item to item at will from anywhere on the site. I have seen the annoying flash popups that overlap the content of a page for ads.

I thought I might be able to use the same concept to have FLASH open up a pop up window that connects to the database and generates the table of contents so they may navigate from there. At which point they can close the 'pop-up' window if they don't need it.

How exactly is this done and where can I start to create this effect?
