Convert .AVI to .swf?

Can Flash open movies of other formats, to make into a Flash movie?

I have an .AVI of my cat that I wanted to add effects & text to; & post on the web as a Flash movie (.swf.) How is this accomplished?

Flash 8 pro comes with a video encoder to convert it. You can probably also get it seperately. There are other similar products as well.
