CSS Disable Flash?

Want to disable for a full css text break down...

My question is that when a client side/ browser disables css (basically web developers tool bar - alt+ctrl+shft+s) is there a way to remove the flash as well? I want to have the style sheet break down into complete text and even turn the .swf (flash) files into text or completely remove them...

I have already attempted to assign alt text to the flash file directly into the HTML and have not succeeded.

I know there is a possibility of disabling the flash as long as its in a <div > and Java Script specifies not to display the div in the instance that client side CSS is disabled. Is there a "non-hack" way of doing this?
