How do I get new windows to open in a new window?

Yes, I do I can click:

Tools -> Options -> Tabs -> New pages should open in a new window.

Yet, all I get is new windows opening in a new tab. I can't make anything other than that happen.

Underneath the new window option, have you unticked the "Force links that open new windows to open in" ... "a new tab"? I believe this second control overrides the first.
