Firefox won't load css with doctype - urgent

Firefox won't load my css file consistantly.

If I have a doctype of <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN" "http://www.w3.org/TR/html4/loose.dtd">

When I remove this it works fine. The page normally loads in standards mode. I have the server set to send the page as text/css.

The problem is that it is inconsistant and hard to test. If I play with the page or css files enough it starts to display properly and then I can't get it to go back to the error. (probably sets the browser to quirks mode)

On the front page I removed the doctype to get it to work, but the sub-pages have the doctype and don't load the css (blue background)

I've been trying to fix this for a while and really need a solution.

Is this an html page or a css file? If it's an html page, then you shouldn't be sending the page as text/css, you should be sending it as text/html. If it's a css page, you shouldn't have a doctype in it.
