Finland has become the first country in the world to make broadband a legal right for every citizen.
From 1 July every Finn will have the right to access to a 1Mbps (megabit per second) broadband connection.
Finland has vowed to connect everyone to a 100Mbps connection by 2015.

Did they at least make food, clothing and shelter legal rights first, before they made broadband a legal right?

Finland is a strange place where the distance is very important. Huge country with a relatively low population hence the extra need to giving people access to the web. They are pretty good at adopting technology, remember Nokia is Finnish.
