One would assume that editors respond more often to each other than it seems they do to submitters on the boards but ya never know.
Anyway, changing categories is probably one of the things based more on luck than anything else. If a top level editor (or one listed in both cats) gets the request and can make the move, the chances are much better that it will happen quickly than if 2 different editors must process it.
Decisions are based on content - not title, your description or perceived marketability of a particular category.
If the editor agrees (and your site is not already listed elsewhere), it will get done - but, as suggested above, it'll be in the queue like the new sites.
Point of interest, I also often see site submissions that are perfect for the category - but already listed elsewhere. If the listing is *very* inappropriate, I'll drop a note to that editor (rarely - as I don't usually get a response); but if it's 'reasonable' I'll bow to their judgement - and not duplicate. So getting the cat right is worth the effort.
