Can I integrate wordpress comment feature to my personal php web site ? If is is possible, can you tell me how to do it ?

You mean you have a custom site and you want to use just the commenting part of wordpress to allow visitors to comment on the content that is being managed by your custom site?
If it's possible at all, it would be more work that creating your own commenting system and in the end, you would lose any advantages from using the WP system because you would never be able to do security updates.
You could look at their commenting system (it's open source), but it hooks in with the whole system. I would either build my own commenting system or convert my content to a system that has commenting.
