I am going to be using a HTML CMS, most likely joomla. Is there such a thing as a PDF creator for content when saved? IE., a PDF that is created with text for a biography?
Any suggestions please :)

Yes , Joomla has a pdf creator. If you are SEO concerned than just know that search engines crawl pdf pages diffently than say an HTML page.
Basically they (pdfs) are more optimised for search engines . That is not neccessarly a good thing though.

By default, every article created in Joomla 1.5x has an icon for creating a pdf file of the article, there is also an icon to email a link to the page and an icon to print the page.

Is this created on the fly, at the user request, or at publish time from joomla?
I can control viewing it globally, but can I still hide it on some pages?

Created on the fly at the user request. It uses the same database item as the hypertext page only it's rendered as a PDF.
You can control it globally (all on, all off) or over-ride the global setting for each article.
