Anyone every used Expression Engine to develop a site including getting the forum attachment? Would just be interested in any feedback people might have and whether it's good for community building.

Have you visited the EE forums? That would be the best place to ask. Plus, those forums use exactly the same forum software that you would be using. I use EE for my sites and I love it, but I don't have any need for forums so I haven't tried that.

What features would you look for in a forum that is "good for community building?"

In part I ask because I've never cared much for the drupal default forum theming (threaded), and think the Wordpress forums are horrid (I've never understood how they're organized), and yet compelling subject matter seems to trump the software issues and both have vital communities.

Does it need to be integrated with the rest of the site? In other words, would you consider running a CMS and also a forum using phpBB, vBulletin or what have you? And on the contrary, what has you leaning toward EE at the moment?
