Can I use Wordpress to create community? Let members discuss and contact each other.
If not, what software can do that? And can be conbine with wordpress?

I personally have not used WordPress for that purpose. Joomla with the community builder plugin should do what you want. Drupal has even better control over roles for users. You can link back and forth to wordpress to integrate. To make the transition visually seamless, you may need to work on templating.
