Is there a CMS that can do this.?

I'm quite new to CMS and still trying to figure this all out. I have an idea for a website which would allow visitors to make a post (either anonymously or logged in) and then posts would be shown in random order. Is there a suggestion for what CMS I should look into that would have these features? I have installed Wordpress on my server and looked at the configurations but I can't see a method for being able to do what I want.

You should be able to change the order in which the posts are shown fairly easily -- by changing the SQL statement.

try xoops.org, and the smartsection module...it has a random posts block that you can use...

Just remember that you'll have to minitor this site and make sure people don.t post nonsense and spam. It can be tediuos to medorate such things.
