Somebody using these IPs did over 350 requests in 40 minutes:

65.102.23.161, 65.102.12.225, 65.102.23.169, 65.102.23.153

How can I know if these are owned by an ISP or they are used permanently by somebody?

They send UA: IE, Konqueror, and a Mac browser.

That's Web content International. Do a site search for "Web content International" and look at the recent posts here in the "Search Engine Spider Identification" forum for more info.

I have them blocked by IP.

www.arin.net is a good place to start an investigation into an ip address.

As a side note:
[arin.net...] can only tell you info about American IPs (which those are). The European IP agency is [ripe.net...] and the Asian one [apnic.net...]
I wrote a little script to get the correct info for any URL/IP/hostname, if you want the URL to that sticky me.. but I'm sure there are lots of similar lookup sites ( [samspade.org...] etc)
