What is the RPT-HTTPClient?

Just found this agent in my logs. It is banned in my .htaccess file because I found it in somebody's ban list, but a web search didn't reveal anything negative about it.

Does anybody know what this thing is and whether it should be banned ?

I have rarely seen this UA. Every time I've seen it, it has behaved badly.
It's not a browser or a search engine bot, so I blocked it.

Anyone else have more details on this User-agent?
