Quantcast Cookie Undercount Compared to Google Analytics?

We implemented quantcast tracking code recently for the first time.

We expected the quantcast cookie numbers to closely match our google analytics unique visitors numbers (which is a cookie count).

They don't. For any given day the quantcast cookie number is 74% - 79% of the google unique visitors number. (I am comparing Quantcast global cookies to google analytics unique visitors number).

The page views as measured by quantcast however are 99% of the google analytics numbers.

Do others have this same undercount on cookies via quantcast compared to google analytics?

The accurate page view count shows this is not a tagging issue. The pages are tagged the same.

What would explain this? If I understand correctly quantcast is a third party tag while GA is a first party. Would this explain the difference? If so why is the page view number the same?

Quantcast always vastly underrates.

Comscore is even worse, but in their case they do it as a form of blackmail. If you pay them they'll suddenly think you're getting more traffic.
