We have a large portion of our site that we do not place the GA script on for security compliance reasons. We generally send people to a page with GA script and the ultimate goal is to funnel them to a page that unfortunately doesn't have GA script.
Whens someone goes to one of the pages without GA, does that count as a bounce? If this is the case isn't it unfair to have bounce rates affect quality scores?
