Google Webmaster Tools and 404 Issue

I was looking at my traffic logs and I have a number of 404 messages for attempts to access what I believe is Google Webmaster Tools from the version in which you upload an html file to your website.

I, however, have Google Webmaster Tools through the meta tag so I am getting 404 messages for a file name that is similar to the what I have written below (I didn't write the actual):

www.example.com/noexist_03d0045dfcdj583c.html

The part where it says noexist_ is actually supposed to say google but since I don't have the html file version it is saying noexist_

I checked the ip addresses where these requests are coming from and I believe they are actually coming from Google. One of the ip addresses is just showing up as Google and the other is from Google but is a proxy server (can someone tell me what the difference is).

I do not know why requests for the html file version of Google Webmaster Tools are being made when I have the meta tag.

Can someone please tell me why this may be happening?

I am getting a number of 404 messages.
