Possible to track/report on users through 2 sites?

Have an awkward user path and wondering if a program exists to track it

For the record, I currently use GA. Here's the screwy path (thanks to the suits) some of our users could take, dependent upon what kind of membership they choose on Site 1:

- Site 1, landing page
- Site 1, interior pages leading to join option
- Site 1, clicking join option that sends them to Site 2, a redirect page
- Site 2, a page legally obligated to show up when that click occurs, then meta-refreshing to Site 3
- Site 3, landing page
- Site 3, interior pages leading to join page

No clue how to manipulate GA's cookies to track a user like this, and even if I could, I don't see how GA could show me everything this user did... so the question I pose to you fine folks is: is there a program out there that will track and report on the behavior of users like this?

You could run the same GA tag on all 3 sites, or at least all pages of the 3 sites you want to track, this would allow GA to record the movement of the user independant of the website they are on.
