Does anyone know if Google pays some sort of a deployment bounty to Google Analytics Authorized Consultants (GAACs) in return for them deploying Google Analytics at companies? I heard this from someone today and wanted to know if it was true.

No, I don't think this is true. Further Google already has so much data that it doesn't need anyone to pay to get more data.
