Ping at 65.173.31.36

Who is this?

I have starting to see this more and more in my logs.

The best I came up with was
EHELP CORPORATION (NETBLK-FON-110186470490532) FON-110186470490532
65.173.31.0 - 65.173.31.25

Can't ping it, dig returns only sprint.net, can't finger, can't browse, can't trace to it...

I found some references in others' log file as :
65.173.31.36 17:49:12 102/02/0 Mozilla/4.0 (compatible; MSIE 6.0; Windows NT 5.0; Q312461
but these seem to be older logs.

I found an IIS server at .38,

But in mine it shows as "Ping" that is it...

Just guessing, but maybe it has something to do with Ehelp's RoboAssist [ehelp.com] ?

Sounds good, but 12 times for each page within 30 seconds?
