IE's cookie privacy default setting explain

In IE6.0 's default privacy setting "medium":
it saids blocking third party cookie that does not have below etc...

1) does Adsense etc. Ad related JS in one publisher site triger a http Get & Get reponse set cookie back to user's machine belong to "Third Party Cookie"?

2) Any one knows what’s “compact privacy policy”? &
also How does browser distinguish what’s “personally identifiable information” vs. not?
