odd requests on the traffic logs

I've seen some strange looking requests in our website traffic logs. What looks like a genuine visitor will then request this:

"GET /_vti_bin/owssvr.dll?UL=1&ACT=4&BUILD=6551&STRMVER=4&CAPREQ=0 HTTP/1.1" 404 and
"GET /MSOffice/cltreq.asp?UL=1&ACT=4&BUILD=6551&STRMVER=4&CAPREQ=0 HTTP/1.1" 404 32768

Does anyone know what this means? I don't know if it is the human visitor or some automatic computerised request.

Also, I've read on these posts many people saying block the IP address etc. How does one do that - is that through the HT access file? I'd like to block some crawlers that appear to originate from the University of Leipzig.........they appear to completely ignore my robots file, but also they don't have a standard format IP address.
