Is a list of local ISP IP Addresses available anywhere?

Does ARIN of any of their affiliates provide IP addresses for specific geographical areas?

Is their a central registry other than ARIN that can provide this, for example a Canadian registry?

I have not heard of any other than ARIN ... Although, some ISPs may own blocks of IPs and not disclose where they are being used, so I don't know how accurate it would be to determine the location based solely on IP.

Anyone else know more about this?

I'm not sure how current the info, but I used to use the list [thelist.com] to track down some ISP questions.

Have you tried apnic.net and ripe.net? These provide information of Asia/Pacific and European countries in the same way arin.net does for American countries.
