Since the content on that site is static (and very limited) I am curious if it's a personal visit by someone in their free time, or if it's some kind of "business" visit. What exactly do they do? Do they enforce anything?

I have often wondered about .gov visits and their interest in "our" services. To bid on government contracts, you have to be a vendor. We are listed and participate in regional state contracts but not on the Federal level but there are obvious federal .govs visiting according to our logs.
Visits from gsa and also the military domains are generally for business. But there is no way to be certain.
you should have seen all the hits some months back all looking at/for the kayla pic in that same area... a little research turned up that there is/was some pr0nstar that goes by kayla... seems that most of these hits were looking for pics of her instead of what they found :)
The General Services Administration (GSA) today announced it will start charging agencies $125 a year for .gov domains. There are more than 3,400 sites using .gov
What I want to know is why it costs that much to manage the domain when the private sector does it for $8-$15 in general.
Since it's all government agencies paying the $125, guess who REALLY pays the half million dollars they just charged!
