Link Quality, unique key for PR?

As we know, the quality of the external and internal links could decide how high is your PR.
But, could a site with PR 5 reach PR 6 without receive any link from a site with PR 6 at least?
Any idea will be welcome! Thanks in advance!

Or quantity. Actually, from what I see, quantity of inbounds with anchor text is still more important for SERPS positioning than quality (as in high PR).

But, could a site with PR 5 reach PR 6 without receive any link from a site with PR 6 at least?

Yes, of course. A large enough quantity of PR1 links could do that, theoretically. Although a large quantity of PR5 inbounds would get there more quickly.

If your competitors PR is less than 7, I wouldn't worry about PR too much.
