Deciphering keywords from refer(r)ers

I got this as a referrer:

on one of my sites.

I use a custom perl script to report referrers and keywords from SEs. I can't do it with this. If it can't be interpreted the script leaves it alone (and really screws up my graphs)

These are obviously to me all hex numbers, however, many lie above %7f, and some below %20 (control chars).

Can anybody point me in the right direction as to how to interpret this string?

You need to find a Hex-Ascii chart Bob.
[webmasterworld.com...]

There are many sites that are starting to use that type of encoded url string.

I already converted it, it seems encrypted however. Anybody know how to decode it?
