How can this be?
There is nothing that stipulates that the referrer URL must be valid. It is merely a string created by the browser (or agent) making the request.
The URL you mention looks like someone who is operating a bad bot just bashed their fingers on the keyboard and stuck .com on the end when setting the referrer value for their requests.
Can't really imagine why though. If you're referrer spamming then it has to be legitimate; and if you're up to no good then why set a referrer value at all. Hmmm.
