Microsoft Data Access Internet Publishing Provider DAV 1.1
Microsoft Data Access Internet Publishing Provider Cache Manager

http*://www.webdav.org/ tells me this is not a tool I want used on my site.

Can anyone think of a beneficial reason not to ban these utilities?

nah, not really it seems ;) I found a Microsoft quote about it:

(...) Microsoft OLE DB Provider for Internet Publishing (Internet Publishing Provider) to access and manipulate resources, such as Web folders or files served by Microsoft FrontPage. With ADO, you can specify the source of a Record, Stream, or Recordset to be a URL. You can then upload, download, move, copy, and delete resources, or directly manipulate resource properties.

To me this sounds like one of these tools that can be used for most anything. If it bugs you, ban it i'd say.
