Google's page rankings

How exactly does Google measure page rankings?

Does anyone know how Google measures page rankings?
My website [admittedly, a sub web area from a university's
main website] pages never get more than 5 out of 10 and I just do not understand why!
The UK's top Internet grocery store, Tesco, which needless to say gets a heck of a lot of traffic on its side, gets
a ranking of 2 out of 10 which is totally meaningless...

The PageRank is based entirely on the number of links to a site and their quality (in turn based on the number of links to them), see [www7.scu.edu.au...] for a technical description, or [google.com...] for an informal description.

If you look at the Google News forum here you will see that many of us obsess about it :)
