Is newsletter advertizing so effective to have such high CPM? Does anyone here have tested it?

Highly targeted ezine advertising in quality publications can provide one of the highest ROIs available online.
As for the CPM rates you quoted, those are not uncommon for opt-in list rental, but that is not the same thing as ezine advertising.
Opt-In list rental is generally the sending of a "solo" ad to a given list that has agreed to receive such offerings.
Ezine advertising is traditionally a 3 to 10 line classified included with a content driven offering. 3-15$ CPM is about the industry average for ezine advertising depending on the size of the list and target audience.
Both can be enormously profitable, but as with any form of advertising, a great deal of testing needs to be done to yield the greatest possible results. List selection, ad creative, offer, landing page creative, timing, and many other factors can dramatically affect any campaigns results.
As for running your own list for profit, the demographics and psychographics of your readership as well as the editorial focus and quality of your offerings will be deciding factors in whether your list is attractive to advertisers.
Also, you need to own a very large list before any of the major advertising agencies will consider working with you.
Up until that point you'll need to manage your own marketing and sales yourself.
Many targeted list owners have found that hand selecting their own affiliate programs and offers is far more profitable than selling advertising space.

If you're going to focus on earnings from affiliate programs and your own offerings, single opt-in will yield far more subscribers, but if you want to attract major advertisers down the line, confirmed double opt-in is the only way to go. Most major ad agencies won't even touch a list unless it can provide double opt-in documentation for every subscrber.
