Now, if this was some other no-name site offering this deal I wouldn't even mention it, but register.com is a large "known" company with a lot of name recognition. So, I'm really wondering what's the deal. Do any of you know any more insight about this, or has there already been a thread about this (I couldn't find one)?

First of all, there are not 400 major search engines, there are far less, and most now charge for inclusion. The ones that have free submission can be counted on your fingers, and those are easy enough to hand submit to. Also, it is not necessary at all to submit every month - with some search engines no actual submission is even necessary at all, they'lll find sites by following links.
Certainly I understand and agree with what you are saying (about the 400 engines, etc.), and usually I just ignore these kind of "crazy" offers directed towards the SE uninformed, but this offer is at Register.com, which is generally accepted to be a reputable company that doesn't offer these kind of "fantasy promotions."
In fact it's because they are so large that I even ask if they just might have some sort of "corporate" arrangement with some of the major engines/directories that I mentioned above (Yahoo!, Google, MSN, etc.), or if they are just stooping to the same "pander to the uninformed" tactics that you find in so many other places around the net.
If they could get me listed in Yahoo and DMOZ it would be worth it.
