Bad Pay - Dealing with Deadbeat Affiliate Suppliers

I deal with dozens of suppliers as an affiliate marketer and come upon a substantial amount of what could only be described as affiliate supplier crooks.

I'm sure you've been there if you've done much affiliate marking at all, not getting commissions for the sales you generated.

I usually shut of these folks off pretty quick, so the dollars involved are not that much. A typical collection agency won't do much because of the low bucks.

What irks me more than anything is, they keep taking on new affiliates with no intention of paying. This brings me to the reason I am posting.

If I wanted an easy recourse, so not to throw too much good money after bad, what action(s) would be best?

If I wanted to be really thorough and shut their affiliate programs down or similar what should be done?

If they are signing people with no intetion of paying, isnt that fraud?

I would assume it's fraud. I'm hoping for thoughts on where and what to do about it.

only two things come to mind

1. begin a list merchants who do not pay, ( and in my opinion they are to smart, to save acouple dollars now they are loosing out on many future dollaars but I won't continue on about bad management decisions that i completely don't understand), a list that other people can add to. make this list available to every web master and these people will be shut down.

maybe a completely independant web site specializing in this watch doog type of situation. or at least a forum on webmasterworld with a list of dead beats. any credible merchant will do everything possible to stay clean.

2. I want to think the FCC or some other government agency should be able to solve the problem of such dead beats.
I still dont understand why if someone only has to pay a percentage of the sale and they will realize future sales by paying this small commission then why not pay it, dumb completely dumb, it worse than a bad management decision, it stupidity.

3. a third just came up. the legal system does wonders , get a lawyer to create a class action suite. that will still the pot.

I once returned something and got no reply, Until I send an additional letter indicating that I spoke to my lawyer and that action was going to be taken if they didn't return my money immediately. I soom recieved my Money, and no I had not even talked to a lawyer LOL

I would be willing to support any action you would like to proceed with because I hate unethical business people because it creates a bad reputation for all business people when it comes to a new customer, is this guy or gal credible should i shop with them or are they going to screw me?
