In that article, MSN reveals some their long range goal which include selling ads on other websites. Sounds like more competition for Adsense/YPN?
... Microsoft also expects to use its new system to sell ads on other Web sites, just as Yahoo and Google do with their systems...... He (Mehdi) said that once Microsoft had a large number of advertisers and had refined its ad placement formulas, it would be able to compete with Google and Yahoo to sell ads on other Web sites because it would be able to offer higher ad revenue.

My first thought is this won't be rolled out for up to a year, and then it will be more exclusive and in beta for awhile.
If MSN and YPN raise the bar on quality of websites accepted into the program, it could force Adsense to follow which will see a drop in the scrapers and Potemkin websites that have proliferated and profited from contextual advertising over the last year.

It seems to me that scrapers can only benefit from more competition in the contextual ad marketplace. Publishers will be in even higher demand than ever because the existing pool will be split up even further.
