What's up with CJ home page and tracking system

If I type www.cj.com on I get redirected to www.cj.com/home_de.jsp which is in english but all of the featured advertiser are German. I have to manually remove the _de to get to the usual CJ home page - www.cj.com/home.jsp

I'm located in Florida - anyone else experiencing the same?

Also, CJ has not been tracking properly lately - I know that for a fact - so I'm looking for advice on what to do.
I have a website and collect leads thru a form then submit them to the merchant clicking an affiliate link - last 8 leads I sent in were not accredited.

Is CJ that bad? I'm about to run a PPC campaign promoting CJ merchants - and I'm worried that they'll end up not tracking properly my sales.

Should I look for another network? I know some publisher are still making money with CJ...

I think there is a reporting delay... so if you need realtime stats, don't start your ppc campaign just yet.. They are a mess right now.
