Many advertising has their ppc $XX CJ pays per 100 Clicks? depending on the advertiser? if not, what it means?

Some CJ advertisers pay you per click but there aren't many. CJ is mainly pay per sale of pay per lead.

I believe the earnings per 100 clicks means publishers on average earn $xx dollar from 100 clicks to that specific merchant.
