At a specific niche, we bought a German expired domain, which in the past had 7.000 links but were lost 2 years ago, according to Ahrefs.

If the domain and similar content as before will be active again, should we expect that some of the links should become active again?

The links from properly maintained websites are probably already gone. So even if link juice is reinstated for the links, you will probably miss a significant part of the links which carried actual value.

I see.
So anyway we will have to try to get new links then.

Thanks ;)

More importantly, links would have to be url specific AT BEST to have a chance to revive. Are you bringing back the original links, if in name only?

Meanwhile, do everything else to bring the domain back to life: New Content!
