Most boards do not allow self promotion and affiliate sites want links back to list you. I have a great program, but no one to promote it. Does anyone have any suggestions on where I can list it?

Of course there are the various affiliate directories to use as a basic starting point, but to get the producing affiliates you'll have to find sites that are ranking well for your keywords and contact those sites directly. It takes time, but this is where you get the quality affiliate.
It might take some incentive to get them to move from your competitor's site, but will be worth it in the long run if it's a profitable product for all parties concerned.

If you're in one of the networks you'll get exposure, go hunt down potential affiliates, advertise the program on your website, or just hope people find it.
