I would question the technology behind any system giving you additional credit for having your banners mousedover - that is a client side activity.
I think the majority of times I have ran my mouse over a banner, I've been going to click a link near it.
Drastic: Most (top) banner exchanges are targetted based on the type of site the client is currently viewing. One prime example would be LinkBuddies. There are a lot of little banner exchange operations out there which do not suffice on the features-front, but the major BE's provide targetted advertising. I do however consider them a waste of time now that the CTR average has dropped to 1:400, from 1:100, because most banner-viewers have grown numb to their presense. I simply regard banners as an archaic form of advertising at this point.
