Amazon asking UK based affiliate to fill in tax details

Im a UK based affiliate and when I logged into my Amazon.com affiliate account today it asked me to fill in an IRS tax form. I haven't yet but was wondering if any other UK based affiliates have come across the same thing.

I have just noticed the same, and some advice would be most welcome.

In particular, I'm not sure what to choose here:

"Please confirm where the services provided to Amazon will be performed

1. All services are performed outside the U.S.

2. All services are performed inside the U.S.

3. A portion of services are performed inside the U.S."

I live outside the US so I should choose 1, right? Even though my site is hosted in the US and gets a lot of US visitors / sales?

Also confused about TIN. If I don't provide TIN, do I lose 30% of my commissions or something?

With the US Treasury department trying to get every cent they can, they want to make sure everyone associated with Amazon and others pays their share of the tax. In the past foreign citizens have been able to get away with not paying tax, but it looks like those days are ending.
