SEO, no programming experience

I am looking for a program, preferably not too expensive (my budget atm is ~200 dollars) that can take the articles i write and create a website out of them. I have very very little programming experience, and want something with built in SEO. Does this type of thing exist? If not, are there any templates that can be edited WYSIWYG with built in SEO?

Also, do any of the following meet my requirements Traffic Equilizer VS. Directory Generator VS. Traffic Hurricane VS. Webmerge VS. Xcite Pro VS. Smart Page Creator VS. SEO Website Builder

If so, are any of those reccomended?

We're just trying out City Desk 2.0. Has a bunch of nice features. You can publish a page out to your ftp site, or to your hard drive. Drag and drop pictures, write text and away you go. It does have a learning curve though. You can try before you buy for websites up to 50 files, images and pages included in that number. So if you wanted to look at it and have a small site in mind to play with, I'd give it a try.

It's advertised as a CMS program but for article publishing, it's pretty good.

How may articles?

Why not just create the website with tools like Dreamweaver or some other html editor?
