Alternate non-JavaScript ads with <NOSCRIPT> tags

I am using AdSense which is very good but some traffic has JavaScript disabled and so I had the idea to use <NOSCRIPT> tags to show banners when my viewers are using a browser with JavaScript disabled.

I tried this with banners from DarkBlue and they worked fine except that when you click the banner it takes you to a page on DarkBlue's server which redirects you using JavaScript, hence it didn't fully work.

I'm looking for a 468x60 banner network that does not use JavaScript at all to serve or refer, and that accepts small sites, and pays either by CPM or CPC, is available to non-US owned sites (but I do have a .com domain).

Most of my sites traffic is for a Windows optimization utility I have written, and so I may consider affiliate programs that pay per sale if it's a good program.

Is anyone using a non-JavaScript banner network and getting paid reasonable amounts? Please let me know what networks / affiliate programs you use.

well, nobody helped me :( but i decided in the end to go with commission junction since they don't require any javascript to serve their ads. i've got it running live on my site right now, i'll see how it goes :)
