VOIP affiliate program

I am having such a hard time finding an affiliate program for new VOIP service. I would rather have a flat sale and not a percentage. Can anyone please point me in the right direction?

I did a Google search for "VOIP affiliate programs" and found quite a few results.

I know that several VOIP programs are available though LinkShare, Commission Junction, and Share a Sale.
