The problem is either:
1) People are still falling for it.
2) People aren't falling for it, and the lack of response is reflected in a low CPM and your ad space is being squandered.

I bet people stil do fall for it. New internet users browse every day and I bet 80% of them actually believe if they refresh the page, they would spoil they chances and 40% would phone up and put the phone down when they realize they've mean ripped off.
They are officialy welcome into true media advertisement -- the hard way!
