The technology is called TopText. It's implemented server-side on some sites, but I believe in this case it is from spyware you installed on your computer. The company that makes it (whoever it is) is likely making PPC money off of anyone who clicks on the ads.
I'd get Lavasoft's Ad-Aware if you want to get rid of it.
