what does "active member" mean?

In bravenet's affiliate program website, you can read "you will be paid $1 for every active member you refer". What does "active-member" mean? A webmaster or would-be-webmaster signsup, gets one of their free services (website, guestbook etc), and you get the commission? Or do your signups need to upgrade or buy a service from them before they are considered "active"?

Anybody have actual experience with this?

I haven't used their service. Why not just ask them directly?

Nevermind guys.

I dug the answer from their knowledge base.
Here it is:

"The new members who sign up as a result of your referral must join and actively use 1 or more of our services on their website.

Active use is defined as reaching a predefined number of service page views in order to deem the user active.

Affiliate members will not see referrals for 14 days as referred members must be active for 14 days to have your account credited."

The part saying "pre-defined number of service page views" is the tricky part here, I believe.
