When to reevaluate a program or page?

I have a some pages that suck at conversions is it too soon to reevaluate?

When do you consider you have enough data to start reevaluating a campaign or page?

I have a page that has about 140 clickthroughs and 0 conversions in the past few weeks. Is it still too soon?

I think 140 clicks is too soon.

Give it more time.

In my case I work an ad by pageview, clickthroughs and conversion. My personal guideline is:

1) at 2000 impressions/pageviews - any thing below 3% ctr gotta be changed.

2) at 1000 clickthroughs - any thing that does not convert gotta go

Sometimes, I do feel Iam still too impatient. My traffic is not that high though so I couldn't afford to dily-daly. If I have a more traffic, maybe I can afford to be more forgiving.
