I have an American company but sell only outside of the USA with Europe being my biggest market. Can someone tell me what in their opinion the best European affiliate company is?

Can anyone tell how to register to Tradedoubler as advertiser ? I was looking for any help or contact on their website and everything I found was publisher registration.
