There are lots of ads that run as CPA. It is a really big industry and is typically referred to as 'affiliate marketing' (..and is what this forum is mostly about)
Typically you don't want someone who is just running banners on their site. Their return and yours will not be that great. Successful affiliate marketers generally build (or already have) a site about your product or related to the product somehow.
Depending on what your budget is, a good way to find affiliates is by signing up with an affiliate network like commission junction, linkshare, performics, tradedoubler, shareasale, etc.
Another way, is to find sites in your area (search your keywords on the search engines) and look for sites that are already running affiliate ads.
Our average order price is 25-30 dollars, and we are offering 20% per net shipped sale. Our products change everyday, so we dont have a speciific audience base to target. ANy advice?

The problem as I see it is:
You can't target niche sites because your product always changes.
You will not get on bigger sites because they sell their inventory as CPM
You will never get an ad network to run your banners unless you pay their CPM
For those few sites left you are going to have to be better than Google's adsense (which is pretty good at placing ads for various content pages.
You might fins a few personal pages but I honestly can't see any affiliates picking your program up.
