I'm not entirely clear on what you are asking, we do have a variety of programs - some that are "lead" based and thus don't really sell products... but I am guessing that your question has more to do with a "sale" program whose sales are not being entered in correctly... If so - please do send your details (userID, description of problem, etc... ) to shareasale @ shareasale . com - That is our main support email address and your problem will be looked into.

It turns out that ShareASale lets their merchants promote free products
I think all affiliate networks let merchants offer non-commissionable items in addition to commissionable ones. The ones I'm familiar with anyways. You definitely have to take that into consideration when you choose merchants as well as:
- do they have an 800 number through which orders can be placed but no commissions earned.
- do they sell banners to third parties on their site that can drain users.
- is their sales cycle longer than the cookie duration
- etc
Ultimately you have to way conversion ratios against other places you could send their traffic. Typically if you have a problem with the merchant you should bring up the topic - it may be something they are willing to adjust.
