Sure you can as long as the program and blog are related so you actually have something of interest for the reader.

Is it okay if the blog is purely about the Affiliate programs that I'm promoting?

Why not, but it'll be tough to rank as most anything to do about affiliate marketing is pretty competitive.

You may want to do some competition analysis upfront so that you can find a niche in this area rather than be buried in the pack.

I have had some success promoting affiliate programs some affiliate products through my blog. For example, I managed to sell about 20 harry potter books trhough amazon - the 7th and final one..and that too pre-orders, with all the hoopla surrounding it!

At what point do I start promoting affiliate programs on my blog? immediately, or until I receive sufficient traffic?

You can start immmediately, but until you get traffic you won't make any money.
